Mr. Fowler has served in several management positions for various companies in the insurance and financial services industries early in his career. In 1994, he joined Petroleum Listing Service (“PLS”) as Vice President of Operations, overseeing oil and gas property listings within the various publications, and the marketing of oil and gas properties to industry players.
Leaving Petroleum Listing Service (“PLS”) in late 1998 David accepted a Business Development position with the Independent Producer Finance Group of Range Resources, LLC. The business unit provided a non-recourse mezzanine structured financing product to independent producers to fund an acquisition or lease development. During his time with the IPF Group David also designed a financial spreadsheet to assist the team in monitoring the 60 plus projects within its portfolio of funded projects. In 2001, David co-founded Simplex Energy Solutions where he served as President from April 2001 to December 2012. Simplex became the Permian Basins premier Acquisition and Divestiture marketing company and closed more than 150 properties totaling over $500 million over its twelve-year history. Simplex success was due to the detail and transparency of the information provided to buyer candidates and the high closing percentage of the projects marketed. In late 2012, the co-founders of Ring Energy, Inc., a Permian pure play public Exploration and Production Company approached David to become the President of the Company to be headquartered in Midland, Texas. Selling Simplex, David accepted the offer and joined the company in January 2013. During his early tenure, David was successful in securing many acquisition opportunities that has led to Ring Energy’s drilling success in the San Andres formation on the Central Basin Platform. Prior to his departure in late 2020, David had assumed the Investor Relations role along with his other responsibilities. David is a member of the Permian Basin Petroleum Association (“PBPA”), ADAM Permian, and is past chairman of Funding, Exploration and Production Association (“FEPA). He is also an elder at The Gathering Church, and Chairman of the Board of Directors of Becoming Love Ministries. |
After graduating from Texas Tech in 2014, Kevin spent the first four years employed with Fivestones Energy, LLC where he experienced all facets of the upstream oil and gas business ranging from permitting new wells, drilling both vertical conventional and horizontal unconventional wells, learned various fracking techniques, supervised lease operations, prepared economic evaluations, and reserve studies for Fivestones internal use and their financial institutions.
Following FiveStones Kevin accepted a position as Reservoir Engineer with Ring Energy, Inc., a public Exploration and Production company based in Midland, Texas, where he prepared in-house economic evaluations, reserve reports, and property acquisition evaluations. After leaving RING in 2020 he pursued an MBA from the University of Texas of the Permian Basin to complement his Mechanical Engineering degree from Texas Tech University. Kevin completed his MBA in late 2021 with honors. Kevin joined Permian Energy Partners in June 2021 as the VP of Engineering, where he oversees the company’s engineering activities, field examinations, and presentation materials. |
Mr. Martinez has worked in the oil and gas industry mainly in the Permian Basin as a Landman for the past 16 years. In 2008, he joined Rodric Properties as the lead Landman and Real Estate Agent. In this position he managed leasing projects/negotiations, title abstracting, curative projects and multi-person crews for several clients in the Permian Basin, primarily Parsley Energy among others.
In 2013, after working as an independent/in house contractor for the previous 5 years, Tony accepted the position of Senior Landman in house with Ring Energy, a publicly traded oil and gas operator on the NYSE. His initial focus was to rapidly grow the companies leasehold footprint on the Central Basin Platform. After a year, he was promoted to the Land Manager in mid 2014. He managed all land related activities helping grow and develop the companies 120K+ gross leasehold acres in the Permian Basin and 20K+ leasehold acres in southwestern Kansas during his time. This consisted of overseeing the drilling of 400+ vertical wells and roughly 85+ 1-2 mile long horizontal wells on the Central Basin Platform and the Delaware Basin. Additionally, he directed the land functions and was an intricate part of over $100 million in acquisition/divesture transactions including, producing properties, leasehold, minerals/royalties, surface estates, disposal wells, water handling systems, rights-of-way, etc. In latter half of 2018, after working at Ring for over 5 years, Tony had the opportunity to take on the role of Vice President of Business Development with Lumberjack Energy in Midland, Texas. In this position, he was tasked with managing the growth, acquisitions and development of the company’s assets in the Permian Basin. This consisted of managing the in-house/field landmen regarding title projects, contract negotiations, prospect research/generation and company protocols/procedures. He was involved in the acquisition/divesture transactions of over $3 million of minerals, royalties and leasehold interests in the Permian Basin. Tony came on board with Permian Energy Partners in July of 2021, as the Vice President of Land & Business Development. |
Gary Scott began his career in 1988 as a Production Engineer for Mobil E&P, US, managing and developing multiple waterflood units and primary leases in the giant Sho-Vel-Tum Field in southern Oklahoma.
In 1993, he left Mobil to work for Lomak Petroleum, an upcoming independent in the Ft. Worth, Texas area which later became Range Resources. Gary provided engineering oversight for primary and secondary properties in East and West Texas. In 2001, Gary co-founded Simplex Energy Solutions, LLC with David Fowler to provide acquisition and divestiture services in the Permian Basin. Simplex successfully focused on the $1-10 million A&D undermarket with a superior sales process noted for its completeness and accuracy that got results. After almost 12 years, Simplex closed on 157 deals worth $665 million. After the sale of the company in late 2012, Gary began a small oil and gas investment company called Ulfberht Energy Holdings, LLC with a small group of investors, and did engineering consulting for a local Midland, Texas independent called Green Century Resources, LLC from 2018 to early 2022. Green Century’s primary and secondary assets are in Crane and Crockett Counties, Texas. In February 2022, Gary joined Permian Energy Partners, LLC to help refine and advance their engineering and marketing capabilities to become the new A&D performance benchmark for the Permian Basin.
